م. أحمد نضال عواد يكتب: النمو الاقتصادي وتحفيز الاستثمار أولوية للحكومة القادمة English Below

مع وصول المديونية في الأردن لأكثر من 42 مليار دينار وفق البيانات الرسمية للعام 2024، وتدني مستويات النمو الاقتصادي، راجعاً ذلك لأسباب بطبيعة الحال تتعلق بآثار مواجهتنا جائحة كورونا، والظروف الإقليمية والسياسية بالمنطقة، و فاتورة اللاجئين التي تحملها الأردن طوال السنوات الماضية، وعدم وجود تحفيز حقيقي للمستثمر الأردني والأجنبي لزيادة الاستثمارات في القطاعات التنموية الواعدة التي يتمتع بها الأردن وغيرها من الظروف التي ساعدت بالوصول للوضع الحالي، فلا بد من الحكومة القادمة ومجلس الأمة وكافة الجهات التنموية بالقطاعين العام والخاص ومؤسسات المجتمع المدني المحلية والدولية تعزيز التعاون والشراكة للوصول إلى حلول خلاقة تساهم في رفع نسبة النمو الاقتصادي و زيادة الناتج المحلي الإجمالي لمستويات من شأنها الإسهام بتخفيض المديونية من جهة وزيادة إيرادات الدولة الأردنية من جهة أخرى بعيداً عن فرض ضرائب جديدة تثقل كاهل المواطن، وتساهم بتحسين جودة حياة الناس ومستوى معيشتهم.

لو فرضنا أن الحكومة الموقرة اجتهدت في إنشاء مدينة استثمارية جديدة بالأردنّ، وصاغت لها قانون خاص بها، سمتها أنها ذكية وصديقة للبيئة، وتمنح المستثمرين الأردنيين والأجانب فرصة لتحقيق نجاح غير مسبوق بالمنطقة، فمثلاً أراضي الدولة كثيرة وموجودة ولله الحمد، فماذا لو تم إعداد مسودة مقترح لمشروع وطني ضخم بهذا الحجم ومناقشة الجهات المانحة فيه لتكون شريكة بتنفيذه بدلاً من كونها جهات مانحة أو إقراضية فقط وفقاً لمفهوم الاستثمار الإجتماعي على سبيل المثال، وتم تأهيل هذه المدينة الجديدة بالبنية التحتية المناسبة لها وفق المواصفات العالمية الكفيلة بجذب المستثمرين إليها من مياه وكهرباء ناتجة بالطاقة المتجددة ونحن من أعلى مناطق العالم التي أنعم اللّه عليها بالاشعاع الشمسي، إضافة لبنية اتصالات حديثة، وشوارع وحدائق وغيرها من الاحتياجات اللازمة لبدء المستثمرين إنشاء مشاريعهم ومصانعهم الإنتاجية، وأن تكون هذه المدينة عالمية بمعنى الكلمة ولنا في تجربة إمارة دبي قصة نجاح يمكن الأخذ بها مع الأخذ بعين الاعتبار أهمية النكهة الأردنية المتميزة بها، وحبذا لو ابتعدنا بهذه المدينة عن مراكز المدن الرئيسية عمان والزرقاء واربد أو بجانبها أو انتقلنا بها لمحافظات الجنوب لتساهم أيضا بإيصال تنمية كبيرة لها.

أعتقد جازماً لو أن الحكومة قامت بهذا المشروع التنموي المستدام، ومنحت المستثمرين في هذه المدينة إعفاءات ضريبية و جمركية وقامت بتأجير قطع الأراضي لمائة عام على سبيل المثال بمبالغ رمزية أو حتى مجانية، عندها سنجد الأردنيين المغتربين بالخارج أصحاب رؤوس الأموال في مقدمة القادمين لبدء مشاريعهم والإسهام في تنمية وطنهم، إضافة إلى المستثمرين المهتمين بالعمل في سوق المملكة والأسواق المجاورة وحتى السوق العالمي في الكثير من القطاعات التنموية، عندها سنكون استطعنا توليد فرص عمل جديدة للشباب والشابات الأردنيين الباحثين عن عمل والذين يتمتعون بخبرات ومهارات نباهي وننافس بها دول العالم، فنحن لا ينبغي علينا التفكير بالحصول على الإيرادات من المستثمر بقدر أهمية تشجيعه على الاستثمار بما ينعكس على زيادة النمو الاقتصادي حينها خاصة بقطاعات تكنولوجيا المعلومات والتحول الرقمي، السياحة، الزراعة، العقارات، والصناعات التحويلية وقطاع الطاقة، إضافة لتنشيط وتعزيز مشاريع ريادة الأعمال وغيرها.

سنكون بهذه اللحظة قادرين على توفير الآلاف من فرص العمل لأبناء وبنات وطننا الغالي، الذين سيقومون بدورهم بزيادة حركة السوق في جميع محافظات المملكة بما ينعكس إيجابا على كافة القطاعات سواء الانشاءات والعقارات والمواصلات وتنشيط الحركة التجارية مما يساهم بتعزيز إيرادات الدولة الأردنية بعيداً عن جيب المواطن وبما يساهم بتوفير العيش الكريم.

إن المستقبل اليوم مفتوح لمن لديه مهارات المستقبل المطلوبة لدى أسواق العمل المحلية والدولية، ونحن في الأردن نتمتع بشباب متعلم ومثقف قادر على المنافسة في الأسواق العالمية وتحقيق قصص نجاح وطنية وعالمية تساهم في رفد الاقتصاد الوطني.

الحكومة القادمة أمامها العديد من الملفات السياسية والاقتصادية والتي أسأل اللّه عز وجل لها العون والسداد في ظل الظروف الصعبة التي نعيشها، لكننا في منطقة تستحق منا الكثير، والنجمة السباعية في علم بلادي تستحق الأفضل دائماً، واللّه من وراء القصد، وواثق بأن الحكماء وعقل الدولة العميقة في بلادي يتطلع لتحقيق تنمية شمولية حقيقية يلمس أثرها المواطنين وحتى اللاجئين بالمملكة، والأردن يستحق الأفضل وقادر على مواجهة كل التحديات بإذن اللّه تعالى.

Economic Growth and Investment Stimulus: A Priority for the Next Government

With Jordan's debt reaching over 42 billion dinars in 2024 according to official data, and economic growth rates declining due to factors such as the COVID-19 pandemic, regional political circumstances, the burden of hosting refugees, and a lack of genuine incentives for both domestic and foreign investors to increase investments in Jordan's promising development sectors, it is imperative that the next government, the parliament, all public and private development sectors, and local and international civil society organizations enhance cooperation and partnership to find innovative solutions that contribute to increasing economic growth rates and the gross domestic product. This, in turn, would help reduce the debt burden, increase government revenues without imposing new taxes, and improve the quality of life and living standards for citizens.

Let us assume that the esteemed government has made efforts to establish a new investment city in Jordan, with its own special law, and has named it a "smart" and "eco-friendly" city, offering Jordanian and foreign investors an unprecedented opportunity for success in the region. Since Jordan is blessed with abundant land, why not prepare a draft proposal for such a large-scale national project and discuss it with donor agencies to partner in its implementation, based on the concept of social investment? This new city could be equipped with the appropriate infrastructure, such as renewable energy-powered water and electricity, given Jordan's high solar radiation levels, as well as modern telecommunications, roads, parks, and other necessary facilities to attract investors to establish their projects and production facilities. This city could be truly global, drawing inspiration from the success story of Dubai while maintaining Jordan's unique identity. Ideally, this city could be located outside of the main urban centers of Amman, Zarqa, and Irbid, or adjacent to them, extending development to the southern governorates.

I firmly believe that if the government undertakes this sustainable development project and grants investors in this city tax and customs exemptions, and leases land for a hundred years at nominal or even zero cost, we will see Jordanian expatriates with capital at the forefront of those starting projects and contributing to the development of their homeland. Additionally, investors interested in working in the Jordanian market and neighboring markets, and even the global market, in many development sectors, would be attracted. This would create new job opportunities for young Jordanian men and women seeking employment and possessing skills and expertise that we can be proud of and compete with on the global stage. We should not focus solely on generating revenue from investors but rather on encouraging investment, which would increase economic growth, particularly in sectors such as information technology and digital transformation, tourism, agriculture, real estate, manufacturing, and energy, as well as stimulating and enhancing entrepreneurship projects.

At this moment, we would be able to provide thousands of job opportunities for our sons and daughters, who in turn would increase market activity in all governorates of the kingdom, positively impacting all sectors, such as construction, real estate, and transportation, and stimulating commercial activity, which would contribute to boosting government revenues without burdening citizens and would help provide a decent living.

The future today is open to those who possess the in-demand skills of the future in local and international labor markets. In Jordan, we have educated and cultured youth who are capable of competing in global markets and achieving national and international success stories that contribute to bolstering the national economy.

The next government faces many political and economic challenges, and we ask ALLAH Almighty to grant them success and guidance amidst the difficult circumstances we are living in. However, we are in a region that deserves a lot from us, and the seven-pointed star on our country's flag deserves the best always. God willing, the wise and deep state minds in our country aspire to achieve real inclusive development that citizens and even refugees in the kingdom can feel the impact of. Jordan deserves the best and is capable of overcoming all challenges, by ALLAH grace.

On the blessed occasion of the birth of the Prophet Muhammad, peace be upon him, the truthful and trustworthy, we should seek to benefit people, for the best of people are those who benefit others, All humanity.
